In a way ulfric might be true in that regard, opening a path for the nords to Sovngarde regardless of the side they pick. Use word of power call dragon and call Odahviing to dragonsreach.
And, of course, everytime you run into a problem you look it up and are bound to run into a console command. The Dragonborn is able to mend this by killing the Wolf spirit within him after breaking the spell that made him a werewolf. Tsun mentions at the end of the main quest that there is a place for you in Sovngarde, should you wish it, so there is no problem getting in either. In the rl norse myths/lore it was not a place for being happely ever after like we do think of heaven.

Sovngarde is said to be ruled by Shor, but he does not appear to you. This question is hard to answer, as it depends on whether you favour the Empire or an independent Skyrim, but I will give my personal answer. No point fighting him, you cant kill him, capture him. Nords after death go to Sovngarde only if they die in battle.
